I submitted a case and received the following response. I have submitted an idea.
As it relates to the SHI rule you are referencing it is essentially what you see is what you get. I have tested in my lab against LDMS 9.5 SP2 with LDDA 9.53 and the latest content applied and the rule remains the same. You will be required to import the .csv referenced within the rule in order for the rule to work as designed.
